Federal Judge Strikes Down OT Final Rule, Salary Threshold Increases
Toward the HCE exemption, the DOL’s 2024 rule stipulated that classified workers make at least: $132,964 in total annual compensation on July 1 (up from the previous $107,432 outlined in the 2019 final rule), and;$151,164 on Jan. 1, 2025.; In effect, the Nov. 15 court decision: Nullified the Jan. 1 threshold increases;;Rescinded the July 1 increases;;Eliminated another increase slated for July 1, 2027; and,;Nixed the DOLrule’s automatic “escalator” provision, which would have increased the thresholds every three years going forward, starting with the July 1, 2027, compliance date.; The 2019 thresholds of $35,568 for the EAP exemption and $107,432 for the HCE exemption — both set by the DOL under the first Trump administration — are poised to go back into effect, according to reports .

WorldatWork: 2026 Salary Increase Budgets Project U.S., Global Caution
The new research also revealed 2025 actual mean salary increase budgets in the U.S. averaged 3.7%, a bit under the 3.8% increases employers projected for 2025 in the previous year’s survey.

;WorldatWork (released July 31): 3.8% mean salary increase budgets for 2025; 3.9% actual mean increase budgets in 2024.; ;Payscale (July 31): 3.5% average pay raises for 2025; 3.6% actual increases in 2024.; ;Conference Board (Sept. 8): 3.9% average salary increase budgets for 2025; 3.8% actual budgets in 2024.; ;Mercer (Dec. 10): 3.7% average total increase budgets for 2025; 3.7% actual average increases in 2024.; Factors Driving Higher and Lower Budget Forecasts If the WTW prediction for 2025 holds true, salary increases will remain at a fairly robust rate by historic standards (using the pre-pandemic norm of 3% as a measuring stick).
