Any plan that receives special financial assistance that had previously cut benefits under the MPRA of 2006 and is still in existence must restore the benefit cuts going forward and provide the participants or beneficiaries with a lump-sum payment, or equivalent monthly installments during a five-year period, to make them whole for past cuts.
